Country: KazakhstanDescription of the Assignment: Business Analyst for Organizing the Process of Developing an Electronic Reporting System on Planned and Implemented Climate Change Adaptation MeasuresPeriod of assignment: Up to 120 working days (tentatively October 2025 - March 2026)Place of Work: Home-based with two business trips to Astana (if not in Astana)Contract type: Individual Contract/ RLAPurpose:To ensure high-quality monitoring and reporting on climate change adaptation, the development of an Electronic Reporting System is planned. In accordance with the Environmental Code of the Republic of Kazakhstan, all regions and cities of republican significance (CRS) are required to conduct vulnerability assessments and develop adaptation plans. The implementation of these documents must be monitored through a regional-level reporting system and integrated into the national reporting framework for the purposes of the Paris Agreement and the UNFCCC.To design and initiate the implementation of the national system, it is necessary to engage a National Expert, who will organize and design the system architecture, adapt the reporting format, and prepare the technical specification for an IT company to develop a software platform integrated into the state environmental reporting systems.The proposal should be submitted directly in the portal no later than the indicated deadline.Any request for clarification must be sent in writing via the messaging functionality in the portal.
