Description:
The study will develop a DisasterRisk Management (DRM) framework for high-voltage transmission networks inCentral Asia. Its main objective is to strengthen the resilience oftransmission systems in Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, andTurkmenistan, including cross-border links. The framework will address riskmapping, current practice assessment, hazard modeling, and a regionalinvestment roadmap. The study is organized into five core tasks. Task 1 focuseson establishing a baseline and assessing data readiness, including evaluatingcurrent DRM practices and the feasibility of a unified classification systemfor events and hazards. Task 2 involves multi-hazard and exposure analysis,using GIS to overlay transmission assets with hazard data and identify criticalinfrastructure. Task 3 assesses the vulnerability of key transmission assets,developing fragility functions and a targeted vulnerability database. Task 4reviews and benchmarks existing DRM practices among Transmission SystemOperators (TSOs) against international standards. Task 5 develops a regionalDRM strategy, identifies and evaluates DRM measures, prepares a costedinvestment roadmap, and designs a regional training program. An optional taskincludes compiling geospatial data for transmission assets and hazards. The deliverables are grouped intofour main components. The first is the Inception & Methodology Framework,which sets analytical standards and data taxonomy. The second is RiskAssessment & Modeling Tools, including a Multi-Hazard Risk Atlas and aFragility & Risk Model Pack. The third is System Impact & StrategyDevelopment, which links hazard risk to power system performance and includes aDRM Practices Review and a Regional DRM Strategy & Investment Roadmap. Thefourth is Capacity Building & Training Resources, providing an Exercise& Training Playbook for operational readiness.
