ThePoverty and Equity Global Practice of the World Bank is accepting proposals forthe sixth phase of the Listening to Kazakhstan (L2Kaz) survey to assess thedynamics of household welfare in Kazakhstan. Kazakhstan hasleapfrogged from lower-middle-income to upper-middle-income status in less thantwo decades. Since 2002, its GDP growth per capita has accelerated andcontributed to a sharp decline in poverty headcount. In addition, theauthorities have taken active measures to boost the welfare of their citizens.Examples of such policies include ongoing economic expansion, a minimum wageincrease, improvement in social assistance, and most recently, emergencymeasures to counter the impacts of the COVID-19 pandemic. The effects of thesemeasures vary by population groups as some policies reach people in need moreeffectively than others. The Listening to Kazakhstan (L2Kaz) initiativeprovides (i) a relevant tool to monitor the wellbeing of households over timewith a focus on the distributional and social impacts of the government-sreform agenda, and (ii) a platform for policy dialogue with the authorities andcollaboration with development partners regarding policies and programs relatedto households- welfare. The first phase of the L2Kaz started in December 2020and was completed in November 2021. Thesecond phase started in December 2021 and will be completed by the end ofNovember 2022. Sixth phase of survey data collectionfor the L2Kaz project will begin in December 2025 with a quarterly phone-based interviews over the period of 5 quarters or 13months. The selected organization must conduct (or have available a recent) comprehensiveand nationally representative face-to-face baseline survey with 3000 or morehouseholds (before the start of the sixth phase in December 2025). Thequestionnaire will be administered by phone in a call center operated by theselected consulting organization.
