Expression of Interest are invited for Tariff Study in the Republic of Kazakhstan. Publication Date: 28-Nov-2022 Expression of Interest Deadline: 02-Dec-2022 Assignment Description: - The consultant is being contracted to conduct an original study (the Study) to identify necessary information which will contribute the Bank support on the energy subsidy and institutional reform in Kazakhstan. The consultant is expected to provide, for the electricity and heating sector of Kazakhstan; (i) cost of service analysis through demand supply forecast (2023-2030), estimation of future capacity needs, cost allocation analysis by customer category, determining potential fiscal costs of energy subsidies, (ii) tariff design including revenue requirement estimations, modeling tool to determine efficient cost for generation, transmission and distribution, economic and financial model to 2030, draft Energy Tariff Cost Recovery Program, (iii) distributional impact assessment and social mitigation measures of the proposed tariff changes, (iv) tariff methodology for provision of electricity and heating services, (v) tariff regulation institutional framework for improving and consolidating the tariff setting (and regulatory) functions in the country, (vi) energy sector financial analysis including development of an economic and financial model and an Energy Sector Financial Sustainability Plan, (vii) capacity enhancement of GoK through workshops and training.
